Just as God want to fill us daily, we have to do what God want us to do daily too. Water baptism is the outward declaration of repentance. Repentance from sins is the first step to baptism, where you confess to God your sins and pledged not to be found in formal sins anymore. Genuine obedience which means entire surrender of our life to the will of God is another requirement for the infilling of the Holy Spirit. No one can be disobedient to God and expect to be filled by His Holy Spirit. If we refuse to obey the voice of God even in the least command, God will cut us off His fold. You must be willing and ready to ask God for the baptism of the Holy Spirit.
